Microsoft word isn't really designed to make web sites. You CAN turn a word document into a single page. Just save the page as HTML. You still need to have a place on the internet to upload the page, however.
Do you want a way to make simple pages using an interface like Word? Google Page Editor is not bad. It's an web-based tool that lets you create an edit pages online.

You would need to write the entire site using nothing more than HTML/CSS/etc languages.
When you save the text file change the extension to .htm or .html and view through your browser of choice.
This is not the preferred method because of how many opportunities for errors when writing in HTML.
Simple sites with no fancy text/graphics can be made but you would need a WYSIWYG to design a site with alot of features.

⺠Just use NVU editor (www.nvu.com), it's free and wont tie you down to one method of editing. NVU pages can be transferrable to frontpage or dreamweaver html editor
SEE http://www.interkeys.com/htmleditor for more info on Premium HTML Editors (WYSIWYG)
⺠For free hosting, try google superpages or yahoo geocities ,
its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name
