since April 1st. 2001 gay marriages are possible in the netherlands. For gay marriages are the same rules then for "normal" marriges concerning foreigners. One partner needs to have the Dutch Nationality or residence.

The law here says that at least one of the partners must have a Dutch citizenship.

Ask the city-hall of the city you want to get married. Not all cities do gay marriage though.
