We know where the top one is to put the coolant in, but where is the part underneath the car that will allow me to drain the old coolant out? Details please, thank you.

The draincock is on the bottom of the radiator.

Follow the below link, click on enlarge picture.

At the bottom left of the picture, you see the little knob with the arms sticking out?

That's the draincock. It might be hard to get to, and you have to feel around, but just turn it, and the coolant will come out.

MAKE SURE to have a pan underneath, and keep the green juice away from the puppies!

The '94 Tempo did not have a radiator cap on the radiator. It has a resevoir that has the cap on it, and the whole idea was to keep people from opening the radiator while it was hot and getting scalded/burned. Check the plastic resevoir for the proper level of fluid.

To answer your original question, the "Cap" is at the top of the radiator. Refering to the image on the link provided, it'll be positioned at the top of the "Neck" on the right.

The "Drain" is what you are looking for and it located in the opposite direction. You can see it down on the left.

Both answers are probably correct, but I would suggest that you go to your local auto parts store or amazon.com and buy the repair manual for your vehicle before you decide to do anything on your vehicle.

This manual will give you the step by step procedure to drain, flush and fill the Tempo's system.

BTW my family used to own 2 or 3 Tempos. They weren't the best sedans on the road, but they were hard to tear up. Glad to see you are trying to keep your going. However, I'd still advise getting the repair manual. They can be priceless.

On top of the radiator, right behind the grill of your car. Should be a bright silver cap with letters on it " radiator cap".

bottom of the radiator. usually on one side, pointing to the back.

should be like a plastic thing you twist open and the fluid will drain out. you can put hose over the drain to catch it in a bucket.
