This depends on your definition of 'smarter', but in general tests of cognitive abilities, the chimp is more human-like and can perform more detailed tasks. In this context, the chimp is 'smarter'.

I think chimps are smarter, but dogs are also very intelligent. While dogs can sense almost anything, we can teach chimps to communicate with us through sign language. I think that's incredible.

Chimpanzees have more smarts they are much more cognitive than dogs... if you aske me this sight may view it differently.

I would say their intelligence level is the same because you can teach a dog and a chimp the same trick and they will do it equally the same, so I say their intelligence level is pretty much the same.

Hard to say, both lick their own genitals and eat each other's sh**. Doesn't sound like either is too smart.
