People you love or are in close relation to are more effected by your words and actions because they are held in a higher regard. It may also be a tribal thing to constantly test someones abilities to live up to your expectations.
On an individual level I hurt jerks a lot more than people I care about. I like to be truthful weather it hurts someone is dependent on their interpretation.

Jerks won't feel hurt if you try to hurt them and they don't care what you tell them. People you love are easy target and vulnerable. You also know that those who you love and who love you back will almost always forgive you.
Don't take advantage of it. Love is not measured by how much hurting someone you can get away with, but by how much GOOD you can GIVE.

Because if they are jerks chances are they already hurt you first and you take out your anger on the first person you see which is usually a loved one

Our actions don't hurt people who are jerks because they don't care about us or what we do. It is the people we love (and those who love us) who get hurt by our words and actions BECAUSE they love us.

Id say because its easier to hurt someone close to you rather than an enemy. If its someone close your more comfortable w the situation than an enemy; whereas you are worried about their reaction. You really dont realize how your hurting their feelings...

if we think somebody is a jerk, we don't even care what they think or don't mostly
if we love somebody, we are caring what they think
so it hurts bad if they don't like us or even something about us
