Absolutely. As long as price isn't a major issue - PCs *completely* out perform consoles. You just need to have a good graphics card, high processor and lots of dedicated RAM.
All that aside...games such as Call of Duty are much better on the PC than they are on the 360, simply because of the ease of control that PC gamers have over character movement (ie. right hand on the mouse, left hand covering several keys). First person shooters are fffffffaaaaarrrr better on the PC.
All that said, the 360 is still a sexy bit of kit ;)

Yes, technically a PC can outperform any console, but there are some factors to consider.
Consoles are very good at what they do. They have preset parameters that make game-making easier, whereas a game-maker on a PC is left to create their own parameters, which could enhance or takeaway from game play if you do not have the necessary components. This can be looked at as a plus or a minus for both, depending how you look at it.
PCs are limitless in their upgrade-ability. New graphics cards, and sound cards are constantly being generated to provide the game-maker the most when creating a game, but it comes down to price. A console is limited in upgrades, so you will seldom need to buy something new to play a new game.
Basically, if you invest in a console, you are buying variety. Variety in the number of games you'll have to choose from, but sacrificing the best graphics, and sound in the process.
If you invest in a PC, you are paying for the versatility. The ability to continually upgrade to produce the richest graphics and sound, but sacrificing the ability to play any game you want, because if you wanna play the latest installment of any game, upgrades might be required.

A PC can outperform a 360 depending on what's inside of it. An advantage of a PC is that you can upgrade it at any time, whereas an Xbox, you are stuck with what you have. A top of the line PC can cost a lot more than an Xbox so the price can play a factor as well. It all depends on what you want to spend for the performance that you want.

PCs are constantly changing, so eventually that question will be yes. Today, the top of the line PC can probably perform as well as a 360, IF there are games that use the power.
In my opinion, nothing on the PC today (or any other console for that matter) approaches Gears of War. Next year, that will be a different story.

Technically speaking yes PC's will always eventually outpower consoles. For example the 360 has a triple core processor and Intel has just released the core duo which is 2 cores, eventually it'll catch up to the consoles but as of now the 360 is the best right now visually surpassing the ps3's videocard supporting dx 10 features.

Obviously. Get 2 nVidia Geforce Graphics Cards and about 4 gigs of Ram and your PC is Better than any console.

PC will always outperform consoles, just not as much because of the patch mentality that developers have for PC games(we'll rush it out and fix it later).
When the new architecture comes out early next year the PC will streak ahead, just have to hope that the developers bother to keep up.
Hell, you can buy printers with more memory than consoles have.

A top end PC can out perform an Xbox360 but it is expensive to get a top end PC and keep it at the top end. Seems as soon as you buy one these days there is a better one available. You then need to ensure that you have all the up to date drivers etc. At least with Xbox360 you know you will be able to run the games!

PC´s outperform XBOX and any other consoles anyday.
The problem is a high end PC is very expensive.
On a PC you can cheat in games, copy them, and even create your own maps and games.
I´d get a PC, its more versatile.
