Great question!
Much of the hosting is offshore, and run by ISPs that are criminal in countries that are run by organized crime.
Then, also, those criminal enterprises use millions of bot infested Microsoft systems to DDOS any law enforcement activities.
It's a cyber war.

One of the main reasons they do not get shut down is that not all countries have the same cyber laws as we do here in the U.S. and a few other countries. There are steps being taken to rid the net of these sites, but there are some many URLs on the net that it would take a long time to track down all of the child porn sites. It's hard to catch those people that have this kind of sick fetish, when most third-world countries do nothing to prevent the sites from being hosted on servers in their countries.

People can host this on their own servers which is what at least some of them do.
Another reason is simply because web hosting companys do not check (well, at least, most dont check.)
Really the fight to take down child porn sites rests with the user (or so I believe). I have took down a dozen of sites in my time simply by telling the host.
Most hosts are absolutly shocked and will take it down right then and their on the spot, cancel the members account, and inform the required authoritys.

They can't keep an eye on every site that people make. That's why you can go to the hosts site and report that particular page for inappropriate content.
For example, Myspace, they allow people to make their own pages and tell you in plain friggin english that you are not allowed to post porn or anything like that on a myspace page or you will be deleted immediately. All you have to do is browse the members and you'll find at least 15 profiles for every 3 pages of results that are inappropriate and sexually oriented.
I am one of the few that reports every single one of them that I find like that, and I've reported about 15 within the last week and 10 of them have been deleted. (Myspace emails you to let you know when they deleted someone you reported.)

The legal jurisdiction of the US only reaches so far, up until its borders. Beyond that is beyond their control. Every country have their own set of laws dealing with child pornography.
Even some First World Country allow it, to an extent. For example, child pornography was allowed in Japan until recently, around the 1990s, I think. Now Japan allow child pornography in form of drawings only, long as an actually child was not used, which is about the same as the United States (although no one is stupid enough to test this law here). The legality of this type of child pornography, aka lolicon, is currently being debated. Check Wikipedia for more information.

Part of that is the distancing with the "not responsible for content" clause.
As an example, Yahoo! disavows any and all problems witht e validitity of the answers here, even though they know some people are getting bogus information
I would think, as a public service, they should know what is going on and shut them down. No First Amendment rights when it comes to child pronography

I agree wholeheartedly. They should use this information to lock up all those sickos. Those who open the websites and those who visit them. Those poor, poor innocent little children being victimized by those total perverts. I think more should be done to protect them from those nasty, nasty predators. So so so so sad. Anyone out there listening who can actually do something about this??? Those victims today often become the predators of tomorrow. Sick cycle of abuse.

alot of those sites are out of the u.s. and those sites are protected by different laws so they canot be regulated. also there are companies that block those search words so those sites go belly up but even with the best inforcement in the world the internet has EVERYTHING
i do agree with you that it is very sick that our society allows child pornagraphy and that anyone even wants to look at it , but unfortunatly we live in a sad world.

I think because most of the child porn comes from other countries which the U.S. cannot control. People that get caught looking at this stuff just once should be executed.
