REGION 0 or REGION ALL -- Discs are uncoded and can be played Worldwide, however, PAL discs must be played in a PAL-compatible unit and NTSC discs must be played in an NTSC-compatible unit.

If you have a multi region DVD then you will be OK. A decent computer with DVD will also play Region 1 (USA) DVDs, it should give you the option to choose the region or will just play automatically.

Not unless your DVD player is a multi region DVD player! Their DVD's are Region 1 and we are Region 2.
