Hard act to FOLLOW is when someone else, usually your competitor, is very, very good at what they do, hence hard to follow and look as good. "Bob is such a good public speaker, he is a hard act to follow.
Hard to swallow is when something horrible happens & you don't like it at all, like you lose your job. "The loss of my job is hard to swallow."
