you could use a 145 to 100 ratio or a 29 to 20 ratio, both of which equal 145%

If something is 100% in relationship to something else, it is said to be "equal" in value, or at a ratio of 1:1.... Therefore, since your percentage is 45% more than 100%, you would not be remiss in declaring it to be 1.45:1... A very important thing also, is to specify which item exists in the larger quantity... To use apples and oranges, for example, if we have 145 apples and 100 oranges, then word it in such a way to make that clear! "Apples outnumber oranges by a ratio of 1.45:1" (That is, "One point four five to one.")
Since you didn't specify whether the numerator had to be presented as a whole number, I distilled it to allow for a denominator of "1"... If you must maintain whole numbers, teachers would be most impressed if you at least factored it to the minimum, as was stated above, 29:20... (29 is a prime and can't be factored further.)

P.S>.. Don't listen to whoever that was that somehow factored 145 by 25 and got no remainder! (yikes!)

When you list 145%, you put it as a fraction (145/100). Factor the fraction (29/20). In a ratio, you put the numerator on the right side & the denominator on the left side. Thus, 20:29.
