"Idioms" are expressions which function as a single unit, that is, the sum of its parts means something else. For example, the expression "to rain cats and dogs" means "to rain heavily" (that is, it does not mean that cats and dogs are falling from the sky).

"Rise and shine" is also an idiom (because people do not litterally "shine"). The expression means "get up and get going".

Rise and shine means get up out of bed. An idom is an unique way of expressing an idea in a specific language which the meaning can not be gotten from the literal meaning of the individual words alone.
