Based on high school graduation rates these are the three highest:
Iowa 93%
North Dakota 88%
Wisconsin 85% (Nebraska is statistically tied with Wisconsin also being at 85%)

Wisconsin, because when we get tickets for speeding, driving w/suspended lic. or possesion the money goes to the schools. And we get so bored around here.... so plenty of our money goes to the schools.
also the presidential blue ribbon is awarded to local schools all the time. every school that i attended got one (but hey it wasn't my fault)

New York- especially Long Island, is famous for the good schools. They are heavily funded (lots of $ spent per pupil). It's expensive to live there, but you get what you pay for.
