Aside from lipstick, liner, gloss, chapstick, etc...Try exfoliating your lips once or twice a week, as often as needed. You can do this with a cold wet wash cloth. Rub your lips with this 30 seconds each, then apply some vaseline to them when you're done. It gives them a bee-sting, plump look because of rubbing (too much and you can make it raw, be gentle about it), plus it takes off any dead skin and helps them glow a little more. Just like when you exfoliate your face, taking the dead skin off that makes your face glow, so it's the same with your lips.
I have thin, slightly pale lips and I do this once a week. You can also use a toothbrush with cold water, then apply vaseline (or a good chapstick or balm if you don't have it). Plus it makes them really soft.
If you notice they're more dry, then cut back to once a week or once every two weeks and keep applying something to them. Lips stick can dry your lips out.

What I do and what other celebrites do is first put on lip conditioner, avon has a good lip conditioner, next I take a soft lip pencil and line the bottom, then the top lip. Get a lip pencil that matches the color of your lips, so your're look natural. Revlon, Avon and Mac has good lip plumping sticks, that are mosturizing so they wouldn't dry out your lips and are long lasting so I'll put on the lipstick, then put on lipgloss. I like christian dior lip plumping lipgloss in parline. They make your lips shiny and fuller. You will have sexy lips in a minute.

First, put just a dab of concealer on your lips, it blends then into your skin tone giving the full lip impression,
Then the lipliner, and not only one shade lighter then the lip liner, also the brioghter the lip stick/gloss shade the fuller the impression, and glittery or shiny shades do wonders.

You can outline your lips a LITTLE bit outside the natural lip line.
Brownish red lipstick, if that fits your coloring, with take care of pale lips.

You could buy some lip venom from victorias secret or bath and body works. It pumps your lips up. You could also outline your lips with a neutral skin color or pale color lip liner and then add some lip gloss.

well yes lip gloss and lip liner work , but it can smear and get kinda of messy if you dont know how to do it right, so i suggest model it a lip plumper it is amazing ! good price and works very well and with model all you need a cheap lip gloss to make them look even bigger, and after your tube is finished you are able to use a lip liner that makes your lips look plump and rich

I would suggest a darker lip liner and a light shade of lip gloss but lip plumper will make them stand out more. GOOD LUCK!!

use a lip plumper!
I used it and after a few applications the first part of the day, I could actually see that they were fuller!
Arbonne has a great one in 16 different shades. It's called Prep and Plump.
