what a question! Based on their previous performances I would have to say Brazil, they have won so many world cups and any other competition. But they are very inconsistent. Germany, France and Italy are all very good teams. England can be good but are way too inconsistent, you're never sure how they're going to play from one game to the next. Argentina can be good as can Spain, but neither are reliable.
After all of that I'm going back to my initial response of Brazil.

Best tournament team:- Italy, seeing as they won the world cup
Best talented team:- Brasil, they have the largest pool of players to choose from, and the most talented.
You only have to ask yourself this question "which foriegner would get into the Brasilian national team if they were Brasilian?"
I can´t think of one except maybe Cannavaro & klose.
