i have never attempted to rehair violin bows myself. and i wouldn't suggest it as do-it-yourself kind of thing.
if your violin bow is a nice one, and rather valuable, yes you should take the bow to a shop and let the experts rehair the bow.
however, if your bow is a student bow and not really worth much, you might just consider buying a new bow.
rehairing a bow usually is around $40-50, and so if your bow is close to that price range, it's not worth rehairing it.
just get a new, better bow!
