You can purchase windshield washer cleaner that contains an additive to prevent it from freezing at nearly any automotive store for a minimal cost. This is generally your best bet.
However, if you insist on making your own you can keep it from freezing by adding some 90% rubbing alcohol as alcohol has a very low freezing temperature.
I'd also recommend adding 1 or 2 drops of dawn to your mixture because it helps immensely on cleaning the windows without risking damage to your paint or other that ammonia can have.

It's a buck a gallon (on average) in the US. Cheaper to buy than make I'm sure...
But like the other poster said, it contains alcohol which lowers the freezing point.

all you have to do is add a little antifreeze with the washer fluid its a little trick my dad showed me he is a mechanic.
