The circumference of a circle is 2 * pi * R where R is the radius of that circle.

think of it like a circle, cut from the earth around the equator. You are given the radius and are asked the circumference.

r = radius (6400 km)

C = 2 x 3.14. x 6400km
C = 40212.386 km (3 dp).

NB to quote more than 3 d.p. would be trivial. The distance is in kilometers and 3 d.p. takes it to the nearest metre.
