I have right clicked it, gone to "properties" and chose "stay on top" and it still won't stay.

Auto hide is NOT checked and it still disappears!

Is auto-hide checked?

Other than that, the only reason it could be disappearing is that you are accidently grabbing it and moving it down. For this, you would have to right click the taskbar and check lock the taskbar.

Right click it again and select properties. Click-select off of "Auto-hide the taskbar." That should fix it!

Right-click on the taskbar & choose properties. Then, un-check the "Auto-hide the taskbar" checkbox & click "Apply" then "OK".

Right click on task bar and in properties, uncheck auto hide task bar

I think that you have the 'Auto-Hide' option checked from what you're describing. When you move your cursor to the task-bar, does it reappear? If so, then find the 'Auto-Hide' option and uncheck it.
