If you purchase a new machine you can often receive a postage paid mailer for recycling equipment (Dell & HP often do this). Otherwise you can donate it to a charitable organization, or thru a recycling company. You could post an ad on Craigslist (www.craigslist.org) offering to donate it, or find a recycling company. Note that often recycling companies will charge you for their time to break down the equipment. If you live in a large city, the garbage center may have specific donation section offering to take it for free. As far as I'm aware the Salvation Army is still taking computer donations as long as they are in working condition.

Well there must be several local recycling places in your community. Usually you can get the names from a local electronics or computer store since they tend to recycle lots of equipment.
NOTE: I would purge the hard drive before I give up the PC to anyone.
Go to http://www.download.com and search on a program called Killdisk (FREE version).
Download it. Copy it to a floppy or CD and when you are ready to give the laptop up, put the CD or Floppy in the drive and boot up the PC.
Depending on how big the hard drive is, it will take a few hours to run this program but it will completely clean your hard drive of all info on the disk. That includes programs, personal data, etc., and the PC will be inoperable until someone installs an Operating System (Windows, Linux, etc.) on it.
