How do you create a download link in HTML code that lets the user select where the file is saved?

I want to let people download from my website but the HTML code
download does not let you select where the download is saved when it is downloaded. is there a code that lets you select where the download is saved when downloaded or is there another answer ?

You don't really have any control over this.

That control is left on the user's end in their browser. You're best bet is to just tell people to right click the link and choose their options from there.
