What kind of TV shows can be sold in DVD format which does not require permisson for distribution?

There are no such shows or programming. It all has copyright for 75 years, whether or not it had a copyright notice attached. There is no broadcast TV content, and no cable content, that can legally be copied and re-distributed.

You may find that the copyright owner has specifically released content into the world under the Creative Commons or other similar public licensing scheme, but I doubt you'll find very much.

I believe any shows that the syndication rights have run out on - it's something like 25 -30 years I think? I read that somewhere. If you have access to a collegiate library, go there and look for their media and tv textbooks. That should help you.
