i like this look for eyes:

TOOLS:
eyebrow powder
black liquid (or pencil..) eyeliner
lavendar eyeshadow
darker purple eyeshadow
highlighting shadow/pencil in either gold, white, or silver
mascara ( my current favorite maybelline XXL w/ white primer on one side, black mascara on other side )

APPLICATION:
1) brush some eyebrow powder to define brows.. really shapes ur face!
2) apply lavendar shadow to entire lid
3) use darker purple to crease and blend to create depth
4) apply highlighting shadow w/ flat wide brush to LOWER lash line
5) use liquid/pencil eyeliner on top lash line: tilt head back, stare Downwards into the mirror. start from inside corner of eye, as close to the lash line as possible, follow the line until you get 3/4 of the way. instead of following the eye downwards, go out Straight and slightly Upwards, creating a bit of a wing. when you look normally into the mirror your eyes will look Bigger. :)
6) apply mascara!!!

good luck~

Put eyeliner on the top of your eyes. Start out with a small line in the corner of your eye. Then, in the middle, above the eye, make the eyeliner be a thicker eyeliner. Then make it a smaller line as you go to the other side. Use brown or gold eyeshadow on your eyelids. This makes a really pretty illusion. Then, underneath your eyes, use a smudgy eyeliner glider pencil, blue or teal blue-green! Smudge it really well and make it look soft. Then, use an eyelash curler and put on some mascara. Maybelline mascara doesn't bother my eyes. Good luck!

When I was watching a documentary about Victoria's Secret with Tyra Banks, she said that before applaying the black eyeliner on the bottom the make-up artist would apply a white line, then the black line under. This is a trick mainly used for television. Don't exagerated because you might look tacky.
I don't know what are the different kinds of mascara sold at England but I love to use Maybelline's XXL Volume and L'oreal's Volume Shocking

Use eyeliner on top and bottom, then shadow lightly around the lower edge and then on top with a dark color. Use a lighter color for the lid and blend them. Then use a thickening/lengthening mascara. Apply first to the upper side of your top lashes, then to the lower side. Then, for the bottom lashes, scrape the applicator on the edge of the mascara tube to remove some of it, then apply to the upper part of your lower lashes.

That will make your eyes look bigger... and beautiful.

Use light-colored eyeshadow- this highlights your eye area, making your eyes pop. (Using dark shadow will make your eyes look smaller and recessed.) My favorite mascara is L'oreal Voluminous-- it makes your eyelashes really thick and lush! And use an eyelash curler before applying mascara- it really opens up your eyes-- you can even heat the curler for a few seconds under a hair dryer for better curl and staying power!

"Smokey eyes" make your eyes "pop". Generously use a dark eyeliner color (black, charcoal, or brown) on top and bottom, then using a small makeup brush lightly brush over the eyeliner. You can also put white eyeliner on the insides of your lower lids. With another dark color, put eyeshadow on your eyelids and smear. Then put on lots and lots of dark mascara.

Avoid eyeliner on the top lids and dark shadows.

Use an eyelash curler to curl your eyelashes. That by itself will make your eyes look bigger.

If you put eyeliner on the bottom of you eye it makes them look fuller.
