You need to make sure the pipe leading to the tap has enough fixings on it and the tap itself is well tixed down as this can lead to the tap vibrating.
Other than that it's most likely the washer in the tap. As it's a new tap it might just need openning and closing a few times to make sure the washer is seating properly.

Sorry, without more information this solution might be wrong. Sometimes the pipes get air in them after you turn off the water. What you normally need to do (if I understand your question) is run the water at FULL power. The pipes will vibrate for a few seconds then the air will be released and everything will be back to normal. I hope this solves your problem.

Wow they just solved this problem on "Ask This Old House" recently. It has to do with a valve that has something to do with air pressure.
Check another plumber.
I'm sorry I don't remember better exactly what they did to fix it.

trace cold pipe and fit more fixings along the length of pipe run, this will be a problem if the pipe runs underfloor etc, only solution i'm afraid.
