I thought about it and unplugged everything from my house. Then I went to see the WatthourMeter outside my house and the disc was still spinning. What should I do? (other than moving out, since a place to rent here is scarce)

Are you two living in the same building...if so, then there should be a seperate WATT meter for each unit/apartment.

If you have access to the main electrical panel, turn the power off for your unit completely by switching off the main breaker. You can also remove all the fuses and turn down all the individual breakers...you should have the same results. Then check. If the WATT meter is still running, then the answer to your question is YES. If you do not have access, ask.

If you do not have access to the main panel, check to make sure that yout not running an electric water heater. The stove, fridge and freezers are also drawing power when they are plugged in. Also, make sure you have no chargers plugged in, they draw "ghost" power even though there is not device plugged in. Other items that may also draw ghost power would be clock radios, microwaves.

Cordless phones, calculators, some surge protectors, those that have back-up power will also draw voltage when not in use.

If you think someone is plugged into your power, leave the house but turn OFF your power at the meter before leaving. Arrange to stays at someones Else's flat and come back in the middle of the night and turn your power ON again or OFF if it has been turned ON by someone else. You can call the police too, as this is theft.

Call your Electric company and explain the problem and ask them to come out and check the situation.

Maybe someone is stealing electric and maybe there is something wrong with the meter.
