Plus we got 30 years of Spy movies out of it. What will Iraq produce 30 years of movies about a Army not allowed to win.

I think you hit the nail squarely on the head with this - " a Army not allowed to win.". Pull out the stops and stomp the radical faction into submission, only show mercy when the enemy is cowering in their trenches and unwilling to continue the fight. Personally, I am more about walking up to a scumbag in broad daylight and putting 5 in his gob. But it seems that many haven't the stones to finish a fight so maybe secret is the best way.
