Look at the big picture - once he is finished with school, he will be able to support the child much better and offer it more.

Depends.
First off, he needs to file the modification forms and pay on time, even if he can't pay the whole amount. At least you can show the judge that you are trying to make the payments.
As far as impacting his child support, it depends. Since I don't know your state, I can't say for certain, but in Colorado, a bona fide attempt to improve your education for employability can be used for a modification to your child support. For instance, if I was a call center agent going back to school to become a lawyer (which I plan on doing), that could be considered a genuine improvement in career choices, and could allow me to at least reduce, or suspend child support payments.
On the other hand, if the court believes that your friend is simply "goofing off", for instance, if he was throwing away a legal career for a job as a cook, they could _impute_ income to him. Basically, they could still set the child support during that time as if he had the career he had. This is usually when the dreaded arrears happens.
In short, your friend should speak with a lawyer first, and make sure that his move will benefit himself and his children in the future.

well- they will take out less out of his checks but for example lets say he has to pay $400/month for child support and he's only making about $600- they will take out a portion of his check in some cases and the other portion that is left to payhe will have to pay out of his pocket. In some other cases- they take out as much as they can out of him until they can come up with the $400 that he needs to pay so every check they will take about $80-$100 out of $150 wich is lame kuz he won't have any money left. tell your friend he needs to have a full time job that child support doens;t care how much he makes- they will take his money either way

He will have to petition the court to reaccess his income and they will probably get lowered. The amount of child support paid gets determined by how much money he makes.
