why does society need legal rules to function effectively

Do you play ANY games? Do they have rules? Of course they do. So, how could you expect a society to function without agreed upon codes of conduct? Start with the Ten Commandments and work from there. God loves you.

it has always been so, now, they are legal rules, in ancient times they were religious ones, or just cultural ones.... it is the difference between order and chaos.
