Your question is kind of vague.
1) Why is he living in your basement in the first place? Is he a homeless man that has moved in without permission? If so, call the police and have him removed.
2) If he is someone you have authorized to live there and he is paying rent, it will be a little harder to kick him out. You could always file to evict him.

This is strange. I have a gremlin living in my basement. He's very helpful when doing the laundry. As for your strange man. Well maybe ask him to leave. If that doesn't work u could always call the police or charge him rent so he would want to leave.

why do u want to kick him out? is it because hes black? if that's not the reason then depending on how long hes lived there. After a certain period of time you have do get an eviction notice just like any landlord, but you have to have a legal reason not a racist one.
