Well, the obvious answer to whom is responsible for the 9/11 attacks is the Bush administration since it happened under his watch. As to the specifics of who carried out the attacks, that I do not know. The 9/11 Commission report has numerous errors and omissions and there are many theories out there. However, one cannot know exactly who did what and how, when all the evidence has not been released.
