Open the drive in My Computer.
Go to TOOLS > FOLDER OPTIONS > VIEW
Double-click HIDDEN FILES
Select SHOW HIDDEN FILES, also select any others in the window that are hiding files to clear them. Exit to desktop, and go back in to My Computer.
Some drives have software from the factory on them which should not be removed. If you have nothing you want on that drive, you might use a FORMAT program to clear it. Check the manufacturer's website.

The more recent USB drives come with a protection software to hide the data on the rest of the drive if you don't run the program to let you access the drive. The protected area is usually most of the drive. You may not be able to format or otherwise access this area if this software is installed on the drive, since it may access the hardware to unlock that area.
Windows also has a knack of installing System Restore Points on most drives, to back up information modified by Updates. Most older PCs have several gigabytes of junk files, but as far as I know, removable drives should not get any SystemRestore files (see MyComputer/Properties/SystemRestore, set to 200MB max for one drive, others zero).
Look in Defrag to see what kind of space is used by the 480MB, if green then they might be system files. If blue or red, they are "your" files.
In Explorer, Tools, FolderOptions, View, check HiddenFilesAndFolders=Show, and check Hide Protected Operating System Files. This will show you a lot of areas that Windows leaves stuff, but be careful about deleting it.
Also, there is, on most devices, a write protect switch on the side, which if engaged, will not allow writing to the unit. Flip it, and presto!
There is also the possibility that some software wore out the drive (100K writes max?) or corrupted the directories. Do an error check or reformat as a last resort.

not one of the applicants will do something about the deficit. allow's settle for it, the budget that receives practice with the aid of Congress and the tax sales that the IRS get are under no circumstances even correlated. neither candidate needs to strengthen taxes. for this reason we ought to consistently have a flat tax. at the same time as russia switched from having a graduated income tax (with the utmost bracket above 40%) to having a flat tax (of 15%), their tax sales very nearly doubled because it change right into a lot less efficient for human beings to objective to cheat the tax gadget. if the US did the same element, imposing a 20-25% flat tax, without deductions, and dealt with all companies and persons the same, then our tax sales might want to bypass up rather. in case you decrease back the commerce deficit out of the US GDP numbers, we ought to consistently bee able to tax about $13 trillion (in 2007). We spent about $2.7 trillion in 2007. that signifies that we would want to desire a 20.75% flat tax to interrupt even (actual). So why are some human beings being taxed at 35% at the same time as more desirable than 10x as a lot of human beings are paying no taxes in any respect? in case you do not tax each body, and in case you do not manage each body the same, then you definately are sure to have an unfair, unbalanced budget and authorities.
