Typically after times of war, there are more females than males (at least in the countries that were involved) until enough time has elapsed and plenty of peace-time babies have been born.
I don't think polygamy would affect AIDS or prostitution. Making it legal to have multiple spouses would appeal to a very small part of the currently monogamous-marriage world. A very small % of men or women would choose to be "one of the" spouses of an individual, versus "the" spouse. Perhaps over many generations it would become more accepted and popular, but it would be fighting centuries of religious doctrine and teachings and the general (mistaken) idea that there is "one special partner" for each of us.
People would still be promiscuous, and not as careful as they should be when choosing partners...and people would still pay for sex to experience the act sans-strings.

Here is a simple answer to your question. In those places in the world where polygamy is allowed, are AIDS and prostitution better or worse?
Research it and see if you still think polygamy is a good idea.

Polygamy is disease irrelevent.
I've a few female friends that would love to have polygamy legalized. They could marry their current boyfriends.
Prostitution - it's answer is in legalization. That way it could be more easily controlled, allowing for better monitoring of STDs.
Polygamy is already fairly widely accepted in Africa, ironically, the continent with the highest, per capita rate of HIV infection.
