It shows a humanistic side which is rarely ever uncovered to the public. It shows them as protectors and providers, and as caring people who are capable of looking after the most vulnerable members of society.

Loving children they feel helps the image. Even Hitler did some of that. Stalin hated everybody equally, even the man in the mirror.
