How long has she been refusing to eat? Will she latch on a nurse a little or will she not nurse at all?

Is she congested? That might explain her not wanting to eat. You could try going in the bathroom and turning on the shower with the door closed to steam things up. Hold her and try to nurse her in there. If the steam opens up her head she might be more willing to nurse.

Also, try nursing her when she is half asleep/half awake. She might be more willing then.

Try different positions. If she has an ear infection, some nursing positions could be uncomfortable.

Try offering her expressed milk from a cup, dropper, spoon or syringe.

Baby doesn't need water - she can get all her water from your breastmilk (or from formula).

You can give her Saline drops for her stuffyness. She probably doesn't want to eat because of the nasal blockage in her nose.

Keep trying with the breastfeeding. Try different positions. My Daughter would only eat in a slightly upright crossover hold (think about how we feel when we have a cold -- when our heads are down, our noses get more stuffed up).

If she still doesn't want to eat, then take her to her doctor.

I would continue to try nursing her, meanwhile please call her pediatrician and tell them that she is not eating and they can give you better advice. She probably doesn't want to nurse because she can't breathe properly with a stuffy/runny nose. How long has it been since she's had a wet/dirty diaper? Just call the ped and they should be able to help you.

Well if she is not having wet diapers you need to call your doctor right away, babies get dehydrated very quickly, try just giving baby some water.

You need too contact her pediatrician ASAP , so that she could let you know what too do.. I hope she feels better.. Good Luck!!!
