1954? If so, by what authority did the federal government use to collect individual income taxes from the 16th Amendment (granting Congress the authority) in 1917 to the tax law passed in 1954? If you did not pay your federal income taxes during that time, what law were you breaking? What law did people break that got them sentenced to jail for not paying federal income taxes?
