It sounds like you are trying to copy a VCD (video compact disk). To the best of my knowledge, I don't know of any video converter which can convert a .dat file to a video DVD. It is relatively easy to shrink a video DVD to a VCD by sacrifing some video quality to decrease the size of the movie. However, the reverse is not possible. You can't improve on video quality. You can use Nero Expres to copy the .dat file to a blank CD or DVD. However, not all media players can play it. For example, Windows Media Player (WMP) can play .dat files. Most standalone DVD players should be able to play it.
