Just head to the last portion of the Safari Zone and head south and you'll find the Warrens Gold teeth. Go outside the Safari zone and his house will be right beside a tree. Enter and give him his teeth and he'll reward you with HM 04-streangth. He also has a rare candy you can now access with streangth.

To find strenght you need to enter the Safari Zone, it is located in Fuchsia city... In there you should be quick in order to find the Gold Teeth, inside a Poke-Ball! Once you get it, if you have time enter the near house to get HM Surf! Now, exit Safari Zone, and search for two houses in the southeast part of the city. Inside one of them is Warden! Give him the Gold Teeth, and he gives you back Strenght, that is used to move boulders! Hope this helps ;)

Wow, all you have to do is give the Game Warden the golden teeth from the Safari Zone.
