I want to create my own font for another language in a project im doing. Some fonts im basing it on are like Cyrillick (or however its spelt)

I'd really appresicate it.

You need a specialized design tool that can design and output fonts.

Go to Start > Run > and type in eudcedit - this will open up a font editor - allowing you to design your own custom fonts and characters to be used in things like MS Word.

This is something I've wanted to do for a while too, and I had no idea there was already an application contained within windows to do it.
I wonder what else is hidden within windows that I didn't know about?

You require special software like fontographer.
