Alan, here's the deal.Let's consider somebody who.s name is recognized by a large number of people (usually it's gonna be somebody in politics, entertainment, or sports).

Now, if our Mr. X has ambitions of running for office, or in the case of a politician running for higher office, he doesn't want to expend a lot of time, money , and effort if his cause is hopeless.

So he, either himself or through others (which is considered better form), organizes an Exploratory Committee. This doesn't happen, you see, only in Presidential politics. The Exploratory Committee's job is to determine whether there's a snowball's chance in hell of Mr. X winning the election.

They work by sampling voter opinion, using much the same tools that a manufacturer would use in bringing any other new product to market. This test of viability serves as a blueprint of what Mr. X will do and say as he pursues his ambition.

Those who serve on the Expl. Comm. are generally 1.) politicos,
2.) P.R. people "spin doctors", and 3.) Newspeople.
