Dallas is safe and no matter where you move there is some sort of crime. No city is free of crime.

Dallas is a very large metropolitan area. There are parts of the city where I would never want to go. Other parts are very nice and totally safe. This is true of every city in the world.
I live in a middle class suburb named Mesquite. I'm very please with all city services including police and fire protection. I don't know where you are now, but chances are you will find the cost of living to be very affordable. A nice house in a safe suburb can be had for less than $200K. Although electric bills in the summer can be high, they can't compare to heating costs in the north.
Check out schools if you have children of that age. This info in readily available on the internet.

Downtown Dallas, NO. But most of the suburbs are great places to live. Try out Lake Dallas (where I grew up) and Hickory Creek. Plano is nice too.
Avoid Dallas, Fort Worth, and most of the areas between the two. Too many gangs and other crime.

It depends on the area. I live outside Dallas and our crime rate is low. We moved from California and couldn't believe how much safer it is here than there.

The Northern suburbs are pretty safe. All depends on what you can afford. Try Plano.

LOL just like the others state it just depends on what part of the city you live. Just like any other state/city it has it's bad parts, ok parts, good parts and great parts. We've got historically old, scary old, gated communities and family friendly parts. You just have to really talk to your realtor and the commerce dept.
