You have a few options...

If you have a wireless card in your desktop, then you can go into the wireless settings and change them from being "Infrastructure" to "Ad-Hoc". The problem with this is that you will have to manually configure the IP address and subnet masks.

Also, if the desktop has a wireless card, you could buy a wireless access point. This would connect them both on an Infrastructure network, and would take care of the configuration for you.

If you don't have a wireless card in the desktop, but you do have a regular wired network card, you could get a wirelss access point that also has wired ports, this would handle all the networking for you.

Also, if both have a port for a wired network, you could get an ethernet crossover cable (the crossover part is VERY important) and connect them directly to each other, but again, you would have to manually configure the network.

I think windows has a utility that lets you manually configure network settings by using a wizard and copying settings onto a floppy, so if both devices have a functioning floppy disk, you could try that, but I never have used it.

Does the desktop have a wifi card? If so, then set both the desktop and the laptop wifi connections to the same settings, in ad-hoc mode, and they should be able to see each other.
I assume you want to share something from one to the other? If so, you'll need to make sure sharing is enabled on each machine. If you have a firewall installed, make sure it too allows the machines to connect to each other.
