You should never run more than one firewall at once. It's like when two outfielders run after the same fly ball - half the time they run into each other and the ball ends up on the ground.

Norton is a 'stronger' firewall, at least in theory. It also gets updated more. It also hogs a lot more of your system resources. The Windows firewall is 'weaker' but takes up less resources.

Ultimately, it depends on how you connect to the internet. If you are connecting through a router that has an integrated firewall, stick with the Windows one. If you dial in, or connect directly to your cable/dsl modem, stick with Norton.

I have the answer for you and the sources to back it up. You should disable the firewall that is built into your Windows XP. The Windows XP firewall does not offer that much protection. The first major flaw is that it does the Windows XP firewall only monitors inbound traffic, not outbound traffic. It could also be switch off automatically by another application, possibly even by a clever worm. Norton firewall is a much better choice if you want to protect your PC. Norton firewall was rated number 3 as the top firewall programs around.
Here are the key features of Norton Firewall:
Key Features

* Automatically blocks intruders and thieves
* Hides your computer from hackers
* Automatically detects Internet attacks, like the CodeRed and Blaster worms
* Monitors and regulates all incoming and outgoing Internet traffic
* Gives you the power to decide which programs connect to the Internet
* Shields you from being attacked through security holes in unpatched software
* Prevents confidential information from being sent without your permission
* Blocks banner ads and popup windows, so you can surf faster
* Sets up easily on your home network
* Continues to protect when you connect your laptop to a different network

I would turn off the windows firewall. Un-install Norton and replace it with Comodo.

norton is the better option.
you shouldn't run more than 2 at once (such as 2 anti-virus programs as well)
as they will conflict

You have received enough advice w/ links about the software, so I will just recommend that you make sure that you have a router/firewall protecting your system. That is way more important that the software because it can keep the hackers from even being able to tough you.
