Is it better to go in the Spring(April-May) or Summer(June-August)?

I prefer September when all the locals have returned from their August vacations and gone back to work and their kids have all gone back to school. The weather is still nice & warm for walking around the city or taking a boat ride through the canals.

I live in Holland now but the first time I ever came here, I came in September and stayed the whole month.

If you are planning to visit the Keukenhoff (tulips park) then will have to be in April, but if you want to see more and travel around the country it is better during the summer. Early June would be best as it is not so crowded yet, or in September when all tourists are gone.

April&May are better if you are interested in the huge flower trade there. However,it is less likely to be rainy in mid-summer. It is a great place to visit, but don`t plan on having a car in town. Awful traffic and the parking (if you can find any) is very expensive.
