I'll tell you the best speech I've ever heard. Al Pacino, in Scent of a Woman. "You don't know what 'out of order' is, Mr. Trask. If I were the man I was five years ago, I'd take a *flamethrower* to this place!" That whole scene, in the Baird school, is just awesome.

Several Pacino movies: Scarface, Scent of a Woman, Any Given Synday, Devil's Advocate.
And: Apocalypse Now (Brando's speeches), The Last Temptation of the Christ (Willem Dafoe's speeches as Jesus Christ), Raging Bull (De Niro's monologue at the beginning and end), 25th Hour (the mirror speech and the ending monologue).
Instead of looking for speeches by movies, I think you should search by actor/tress, because a speech is an important thing in a movie and you don't give that to anyone....Look for great performers.

I don't have a funny one for you, but I do have two excellent suggestions:
1. Lawrence Fishburn as Morpheus in Matrix 2: Reloaded gave a speech in front of almost the entire population of Zion. It was basically a call to celebrate in order to raise morale for the upcoming battle with the machines. Good stuff!
2. In Lord of the Rings: The Return of the King, as the Rohirrim arrive at the Pelennor fields in front of the White City, King Theoden gives an incredibly stirring speech to his severely-outnumbered cavalry soldiers before they attack Sauron's army. Listening to his speech gives me goose bumps every time I watch that movie.

I love that first best man speech given by Hugh Grant in "Four Weddings and a Funeral".
Often, sports movies have speeches. "The Longest Yard" comes to mind. Then there are political movies.
The fun speeches are usually in mushy romance movies like "Jerry McGuire" or "Ten Things I Hate About You".

At the end of Bill and Ted's Excellent Adventure there's a history speech! It's awesome, you should check it out. The movie is kind of hard to find, but I know Blockbuster has it!
