Adythia gave a pretty good response. In the universe there are only four true forces that anyone can experience. These are (weakest to strongest): Gravitational, Electromagnetic, Strong Nuclear Forces, and Weak Nuclear Forces.

The part that you're asking about has to do with the electromagnetic force. As the radius between two charge particles decreases, the amount of force needed to move a certain distance closer goes up at an even faster rate. As such, when two atoms get VERY close, it becomes impossible to push them any closer together. This accounts for the reason that one object cannot pass through another. At the same time (and much less intuitively), this is also responsible for all human sense of touch. Everything any human has ever "felt" has been a result of two electromagnetic fields being placed so close together that they cannot be brought any closer. The particles in your (or anybody's) body have never truely touched another object (only been in VERY close proximity)

We know that the outer part of an atom is full of electrons which are negatively charged. When another atom comes near it both the atoms try to push each other. hence, when a body is pushed through each other they do not pass through.

The Strong Nuclear force that is binding the atoms and molecules of one object prevent the other object from penetrating its field of influence.
