The answer to that question depends on what you need to do with the computer language.

For business reports and forms generation, many companies have used COBOL or RPG because of its structure and ability to read data into sections such as header, detail, groups, totals, and footers.

For scientific work, FORTRAN has long been used because of its strong mathematical commands and tendancies.

Visual Basic has made it very easy to create GUI programs in a Windows environment.

Each of these languages has a different structure, a different learning curve, and a different purpose.

When a language becomes no longer useful, it will fall by the wayside as it gets replaced by something new. For example, I have not heard much about ADA in a while...but I'm sure someone is still out there using it.

Business Applications:

If you can afford the "Microsoft Tax" go for .Net as a development platform and use their SQL 2000/2005 server. Use Microsoft SharePoint (which can be pricey) if you want to save time and effort to make a portal.

If you want open source go for PHP and Python. Use MySQL as a database and Joomla for making portals.

Scientific and Academic Applications:

Hands down C++ because there are a lot of advanced mathematics libraries. Python is catching up though (give it 5 more years and the capabilities will surpass C++).

If you can pay for it go ahead and use MATLAB. But there are a lot of open source libraries for C++ and Python that can compete with MATLAB.

Computational Finace/Financial Engineering:

Industry standard is still C++ but Python will work very well.
