Despite what the others are saying, you can do this without a PC. You need an RGB to VGA adapter. These are pretty expensive! ($80 and up) Also you'd need some sort of TV tuner. You could use any old VCR for that. Some HDTV set top boxes have VGA connectors on the back that you can hook the monitor up to. An adapter cable to go between HD component out to VGA is generally cheaper than an RGB to VGA adapter.
The one thing that is nice about using a computer monitor as a TV is the resolution. I know, NTSC is only 525 lines, but the adapter has a line doubler and deinterlacer which makes a big difference. Ever notice how even Non-HDTV signals look better on an HDTV compared to the analog big screen next to it at the TV store? That's what this is like. If your goal is just to have a cheap TV, you are better off buying a real TV, either new or from your local second hand store.

Geoff is right about the RGB to VGA adapter. Though, my opinion is that if you're going to spend $80 on the adapter, you might as well buy a new 19" TV for $85.
You can even do cheaper than that for used at the Pawn shop or Craigslist.

install a video card with a dual monitor and a tv tuner on your computer, with this you can watch tv on your 15" monitor and use your new larger monitor for your computer

You need tv card in your computer to watch tv.There is some external tv cards that dont need computer to watch TV on your monitor.
