We have several cows that we can feed out of our hand and one that likes for me to scratch her neck. You just have to spend time around them and feed them treats. If you can't get them to eat out of your hand right off the bat, start by throwing it close to you, but far enough out that the cow will go get it. Over time get it closer to you and eventually you will be able to feed it by hand. One word of caution about having a cow as a pet, when they get where they are not scared of you anymore, it is hard to make them go where you want them to and they also can step on your foot. Our cows are Angus, but I'm sure your dairy cows would react the same way. Have fun with them!

My neighbors had cows. It was fun to call for them and feed them treats like apples and carrots. When you are with the cow give it treats and talk to it. Give it a name and use that name while feeding the treats. Eventually, the cow will associate you with a kind gift and start seeking you out when she sees you.
Worked for me.

you can keep a cow as a pet. i think they are very cute. i gusse you can halter train it and then try leading it. but just be carefull. you dont want you or the cow to get hurt. oh and try feeding it like a piece of carrot every week.
i hope this helps.

Pet Cows are not unusual, believe it or not.
Here is a website with someone who put up his experiences with his pet cow:
http://sybilsden.com/cow/cowmain.htm
There are also miniature cows:

And miniature bulls:
