Since you picked blue in the TV, Latios should appear. Latios and Latias are very much like the Legendary dogs on Gold/Silver/Crystal and Firered/Leafgreen. He will appear randomly in the grass in the region. You'll need something like a Sableye with mean look to trap it in play, otherwise it will run away the first chance it gets. Then you just catch it like any other Pokémon.
I suggested using a Sableye because Latios only has a Psychic type move to attack, so it will be defenceless against Sableye, and Sableye is the only Dark pokémon with mean look
