If you pick it up and it still doesn't move, there's a good possibility that these people are right and it's dead. BUT it may just be sick or hibernating, so I'd call a vet before giving up hope.

Turtle’s eyes are swollen shut, or infected. This is usually caused by a vitamin A deficiency, and, if caught early, can be treated with adding vitamins to food. If they turtle has stopped eating, you will have to soak him in a small container with a substanial amount of Poly-Vi-Sol in it, or get a vitamin shot from a vet, or both. Once infection has set in, only a vet can help your turtle. If your turtle has stopped eating, see the subject on that, above. This can also be caused by a lack of sufficent UV light. Get your turtle direct sunlight, or a brand new Reptisun 8.0 or a Mercury Vapor Bulb to bask in. In box turtles, this may be caused by low humidity. Box turtle discussion

Paralyzed legs
Immobile legs are a serious problem and can happen for several reasons. A veterinarian may be able to determine the cause. It could be a vitamin or mineral deficiency that affects the bones or nerve function. It could also be an injury, tumor or a birth defect. Sometimes it is reversible, most times it is not. The turtle may live if the paralysis is not degenerative.

If it won't move at all or even acknowledge a presence.. ..I think it might be dead :-(
good luck...Your best bet is to go to a vet

How old is it? What type of turtle? What does it live in, and how big its cage?
How long has it not been moving? What does it eat? When did it eat last?

What is the 'white thing'?
