i have bought a phone off ebay for £140 . i havent recieved it and the guy is no longer registered with ebay . he has scammed many people . i have claimed to paypal and am waiting 10 days for a reply from them . i just want to know , if i dont get my money back what other actions can i take to get it bak?

If Paypal doesn't refund your money....your pretty much out of luck. I do ALOT of ebay trading....it's a risk you have to be willing to take.....I've lost some....If he doesn't respond to Paypal's request for proof it was sent...you'll probably get your money back.
Just because he's no longer registered with Ebay, doesn't mean he doesn't still have a paypal account.

i don't know for the UK but paypal should refund you after checking the situation, in germany thay refund up to 500€
